加拿大移民部有权根据内部信息取消一个签证，比如，在过去的时候发现学生体检已经过期，则修改签证的状态，导致若干学生无法出境；或者一个申请人的文件被证实虚假，则签证官在内部系统把签证的状态从Valid修改成Invalid
，然后申请人在出境前去机场的航空公司柜台办理登机牌的时候，就被告知，签证已经无效或者取消。

CBSA
的管理和判断。

CBSA
，有权决定是否允许一个外国人入境。如果在内部系统看到很多特殊的信息，或者通过交谈发现很多疑点，那么，也可以拒绝入境，或者在相关证件上盖章。最近看到一些特殊案例，对于新学生入境的，旅行者入境的，或者旅转学后再次入境领取学习许可的，都出现了一些意想不到的问题。
可能遇到问题的群体：
陪读家长，如果多次频繁出入境，则系统内部的统计会有提示，那么
CBSA
可能会严加提问；或者一些大龄学生、在学校的表现和出勤率等方面不够漂亮的学生，数据关联和共享能力提高以后，这些就都在表面了。
 
建议：
出入境的时候带着必要的文件，想好解释的方法。如果实在有特殊问题，则可提前联系好一个律师，关键时候让律师参与，确保顺利的入境。

更新了加拿大的《移民与难民保护条例》，以增强有关部门注销临时居民证件的权力。
这些变化赋予了移民和边境服务官员明确的权力，可根据具体情况注销电子旅行授权
eTA
和临时居民签证
TRV
，包括以下情况：
 
个人的身份或情况发生变化，导致其不被允许入境或不再有资格持有该证件例如，此人提供了虚假信息、有犯罪记录或已死亡；
 
官员对某人会在其被授权的停留期限结束前离开加拿大一事不满意；
 
证件丢失、被盗、损毁或被弃用。
这些变化还使官员能够注销签发给以下人员的临时居民签证
TRV
、电子旅行授权
eTA
、工作许可和学习许可：
 
已成为永久居民的人；
 
已死亡的人；
 
其证件是基于行政失误而签发的人。
修订后的条例于
2025年1月31日生效，并已在《加拿大公报第二辑》上公布。这些变化增强了加拿大临时居留项目的完整性，预计将加强边境以及加拿大境内的安全。

Immigration Refugees and Citizenship Canada IRCC updated Canada’s Immigration
and Refugee Protection Regulations to strengthen authorities to cancel
temporary resident documents.
These changes give immigration and border services
officers explicit authority to cancel electronic travel authorizations eTAs
and temporary resident visas TRVs on a casebycase basis including when
a change in a person’s status or circumstances
     makes them inadmissible or
     no longer eligible to hold the document for example the person provided
     false information has a criminal history or is deceased
an officer is not satisfied that someone will
     leave Canada by the end of their authorized period of stay
the document is lost stolen destroyed or
     abandoned
The changes also enable officers to cancel TRVs
eTAs work permits and study permits issued to people when
they become a permanent resident
they are deceased or
the document was issued based on an
     administrative error
The amended regulations came into force on January
31 2025 and are published in theCanada
Gazette II. These changes enhance the integrity of Canada’s temporary
residence programs and are expected to strengthen security at the border and
within Canada.
IRCC will continue to improve processes and invest
in tools to secure our borders and protect Canada’s immigration system.
