On March 4 the Guangdong Foreign Affairs Office GFAO issued a notice on its official website titled Announcement on Special Visa Facilitation for Foreign Business Professionals Visiting Guangdong.

To further facilitate business activities for foreign professionals the province plans to introduce special visa measures for eligible individuals. The key details are as follows

The policy applies to foreign business professionals who frequently visit China for business activities and contribute positively to Guangdong’s foreign trade and economic cooperation along with their spouses and children. Inviting entities may include stateowned enterprises private companies foreigninvested enterprises and other market participants.
该政策适用于经常因商务活动来华、对广东外贸和经济合作有积极贡献的外国商务人士及其配偶和子女。邀请单位可包括国有企业、民营企业、外商投资企业和其他市场主体。

Eligible foreign business professionals may apply for an M visa or a corresponding visa category with multiple entries for five years and a stay duration of up to 180 days per visit. The application requires a special visa invitation letter issued by the Guangdong Foreign Affairs Office.
符合条件的外国商务人士可申请五年多次入境的M签证或相应签证类别，每次停留时间最长可达180天。申请需提供广东省外事办公室出具的特别签证邀请函。

1The inviting entity enterprise submits an application for a special visa invitation letter on behalf of the eligible foreign business professional.  2The inviting entity submits a written application to the local authorities which will review the entity’s qualifications before forwarding it to the GFAO.  3Upon approval the GFAO issues a special visa invitation letter for the eligible foreign business professional and their accompanying spouse and children. 4The foreign business professional may apply for a visa at a Chinese embassy or consulate abroad within three months of receiving the invitation letter.
1邀请单位企业为符合条件的外国商务人士代为申请特别签证邀请函。
2邀请单位向当地主管部门提交书面申请，主管部门审核后转交广东省外事办公室。
3经批准，广东省外事办公室为符合条件的外国商务人士及其陪同的配偶和子女签发特别签证邀请函。
4外国商务人士在收到邀请函后的三个月内，可凭此邀请函向国外的中国使领馆申请签证。
4. Important Considerations
4. 重要注意事项
1Inviting entities may only apply for visas on behalf of individuals engaging in business activities directly related to their organization. They are prohibited from expanding the scope of applications or applying for visas for nonbusiness purposes. 2If a visa holder engages in illegal activities including overstaying unauthorized employment or other violations the GFAO will revoke the inviting entity’s eligibility for future applications in accordance with relevant regulations.
1邀请单位只能为从事与本组织直接相关的商务活动的个人申请签证，不得扩大申请范围或为非商务目的申请签证。
2如果签证持有人从事非法活动，如逾期居留、非法就业或其他违规行为，广东省外事办公室将根据相关规定取消邀请单位未来的申请资格。
